Randy A. Boyd, PE

Principle

Randy has more than 20 years of experience in hydrologic/hydraulic analysis and design. Prior to joining North State Environmental, Randy worked at the North Carolina Department of Transportation (NCDOT) as the Regional Hydraulics Engineer-Region II. He has extensive experience utilizing hydrologic/hydraulic design principles for the completion of a variety of project types. Through onsite participation in pre/post design reviews, Randy strives to provide clients with the most practical and cost-effective solutions to their needs. Randy has extensive experience in public involvement and coordination with Local, State and Federal Agencies

Wendee B. Smith, PWS

Senior Project Manager

Wendee has worked 20 years in the engineering and environmental consulting industry. The majority of her experience has been related to transportation, specifically involving environmental and planning project. Management and consulting on complex projects and improving program efficiency are her passions.

Wendee is an energetic and enthusiastic professional who enjoys problem-solving and working as an extension of our clients. She puts a high value on and is committed to professionalism, quality and service. Her biggest commitment is outside of work where Wendee enjoys spending quality time with her husband of 19 years, her two kids and she loves her black lab, Buck.

Mark E. Cooney

Senior Project Manager

Mark has 22 years of experience in senior level project management and engineering. Prior to joining Scenic Consulting Group, Mark served as Director of Capital Projects for the NC Department of Natural and Cultural Resources and Director of Capital Planning and Finance for the NC Community Colleges System. He started his engineering career with the NC Department of Transportation and NC Wildlife Resources Commission working in operational and engineering design positions. He is a veteran of the US Navy, serving as Surface Warfare Officer on the USS Arkansas (CGN-41) during the first Gulf War. Mark is an avid fisherman and turkey hunter and enjoys cooking with family.

Christopher Dustin

Environmental Project Manager + UAS Program Manager

Christopher has more than 8 years of experience as an Environmental Scientist, specializing in wetland and stream delineations, regulatory agency verifications, endangered and invasive species surveys, RCW habitat assessments, forest inventories, vegetation plot sampling, and stream restoration monitoring. Christopher obtain his FAA Part 107 Remote pilot license in 2017 and has been helping to develop Scenic Consulting Groups UAS Program. Christopher strives to provide clients with the most professional and innovative applications to their needs.

Timothy “Eric” Black, PWS

Senior Environmental Project Manager

Eric has more than 17 years of experience working in the environmental field. His experience includes project management and planning, wetland and stream delineations, stream and wetland mitigation planning, Section 404/401 environmental permitting, natural resources inventories, water resources management and water pollution control practices. He is also experienced in federally protected species surveys, federally protected species modeling, technical report writing, benthic and aquatic sampling, GPS mapping, and wildlife sampling and monitoring.

Will Fuller, EIT

Project Manager

Will Fuller is a recent addition to Scenic Consulting Group and is currently completing his master’s degree of science thesis with Texas A&M University. Will has extensive advanced hydrodynamic analysis and modeling experience, including 3-dimensional hydrodynamic and sediment transport mesh-grid model Delft 3D and 2-dimensional nearshore wave propagation and sediment transport model XBeach. Specifically, the advance hydrodynamic analysis capabilities in the time (crossing theory) and frequency (spectral) domains including localized Fourier transforms and time-localized wavelet transforms. His thesis is the study of deep-draft vessel generated wake and wind waves near a mixed-sediment dike in a shallow bay. Will has experience in generating models of long-term random sea-states or wavefields and calculating the corresponding hydrodynamic statics including extreme value analysis. He has practical experience with sensor deployment including current profilers/velocimeters, pressure transducers, wave staffs, optical backscattering sensors, real-time kinematic positioners, water column samplers, and conductivity-temperature-depth (CTD) sensors. Will has an extensive understanding of shoreline ecological systems and how modern designs may incorporate engineering with nature principles for maximizing environmental functionality and benefit.

Cris Masselle

Chief Marketing Officer

Cris has more than 20 years experience in corporate marketing, with an extensive background in planning and leading comprehensive marketing campaigns. In her broad experience across various industries, Cris has conveyed a wide variety of messages to an equally diverse array of target audiences, in such industries as consumer products; chemicals; medical devices; and biologics. She has led development of educational conferences, and has expertise in directing the creation of marketing tools and steering the execution of promotions and advertising programs and crisis management programs. Cris also worked with HQ Raleigh’s start-up community guiding their start-ups in their marketing initiatives.

As Chairman of the Board for the North Carolina Sustainable Energy Association (NCSEA), Cris helps guide and drive the NCSEA mission to elevate North Carolina’s position as a clean energy leader and cultivate a thriving clean energy ecosystem.

Hanna N. Armsby, CPA, CFE

Financial Manager

Hannah is a licensed Certified Public Accountant and Certified Fraud Examiner, and joined Scenic Consulting Group in 2018. Her background includes experiences as an Auditor in a large, national public accounting firm and internal auditing for a major financial institution. Hannah served as a board member for the North Carolina Association for Certified Public Accountants and she is an active volunteer for several local non-profits. In her spare time, Hannah enjoys travel, learning new languages, and football.
